Haarlem is a city in the province of North Holland. Its municipality provides vital services to its citizens, such as issuing official documents (a passport or identity card and a driver’s license) and issuing benefits to those who cannot provide for themselves. The municipal data center and workplace environment were very outdated and did not provided a good basis to shape the further digitization of the municipality.
